This European Championship is jointly organized by four countries and is the first European Championship in history to be jointly hosted by four countries.

24 participating teams will be divided into 4 groups (6 teams per group), and the competitions of each group will be held in one of the host cities. The knockout stage (top 16, quarterfinals, etc.) will be held in a certain city. Under the current arrangement, Riga, Latvia, will be awarded the honor of "final venue", meaning that the most critical knockout stages (which most likely include semi-finals, finals and medal battles) will be held in Riga. Group stage (August 27-September 4), knockout stage (September 6-September 14). The four host countries and the cities responsible for hosting the competition are:
